The stop and go move is comparable to the continuation bet in poker. It is a play where you call a raise, rather than re-raising. On the next card (flop, turn, or river) you come out betting, representing to have hit something on the table, or that you initially called with a solid pair.
The stop and go technique is meant to protect you from ending up in coin flip (50/50) situations. Many times, the first person who gets a bet in is likely to take the pot, simply because of the fact that the flop most likely missed both of you.
Stop and go's only work if you're acting before your opponent, thus most of the time sitting in early position.
This play is not without dangers. If you're opponent hit's his Ace, he will probably not be folding out of his hand, even though you may hold a set. A good read may be very important, also the ability to fold when you know you're beaten.
